Initiative overview
The Prime Minister’s Office (VNK) in Finland has developed common guidelines to ensure the responsible use of generative artificial intelligence (AI) across government operations. This initiative addresses the need for safe, ethical, and effective AI adoption within public administration, ensuring that emerging AI technologies are used transparently, responsibly, and in ways that maintain public trust.
The primary objective of the initiative is to provide a unified framework for government authorities to implement generative AI while mitigating risks and promoting best practices. This includes guidance on ethical considerations, data protection, transparency, and accountability in AI deployment. By establishing clear principles, the guidelines support consistent and responsible AI use across multiple government agencies.
Implementation relies on a government-wide network where experiences, lessons learned, and best practices regarding AI use are actively shared. Coordination efforts are further supported through the Digital Office cooperation and coordination structure, which oversees AI-related initiatives, facilitates inter-agency collaboration, and ensures alignment with national digital strategies. This work builds on prior experiences, including the AuroraAI programme, which explored AI-driven digital services and citizen-centric solutions.
