Initiative overview
The Federal Council adopted the Guidelines for AI on 25 November 2020. Developed by the interdepartmental Artificial Intelligence working group under the leadership of the Federal Department of Economics, Education and Research (DEFR), these guidelines provide a guiding framework for the federal administration.The initiative has the following objectives:These Guidelines provide a guiding framework for the federal administration.The guiding framework consists of the following seven guidelines (briefly presented here): - Putting people at the heart of the matter: the dignity and well-being of each individual, as well as the public interest, must be at the forefront when developing and using AI systems. Special attention is paid to the protection of fundamental rights in the use of AI. - Conditions conducive to the development and use of AI: The Confederation continues to ensure the existence of conditions conducive to exploiting the opportunities offered by AI in order to strengthen value creation and sustainable development. Switzerland must continue to position itself as one of the main sites for the research, application and commercial exploitation of AI. - Transparency, traceability, and explainability: AI-based decision-making processes must be designed in such a way that they are identifiable and verifiable. - Liability: In order to determine liability in the event of damage, accident or violation of law, it is necessary to clearly establish liability when using AI. Responsibility should not be delegated to machines. - Security: By design, AI systems must be secure, robust and resilient in such a way that they produce positive effects and cannot be abused or misused.Active participation in AI governance: for Switzerland, it is essential to actively participate in global governance in the field of AI and to get involved in the development of international norms and standards in the field of AI.
