The Commission is an advisory body to the State in the fields of life sciences and new technologies in general. Its mission is to investigate the ethical, social and legal aspects and implications in the fields of, in particular, biology, biotechnology and biology, biotechnology, medicine and genetics, and new technologies such as artificial intelligence, advanced algorithms and robotics.
Initiative overview
The Committee is composed of eleven (11) scientists of recognised competence in areas relevant to its mission and responsibilities. In selecting the members of the Commission, care is taken to ensure, as far as possible, a balanced representation of the sciences and humanities. The members of the Commission are appointed by decision of the Prime Minister. In the case of the President, the Parliament is consulted in advance, in accordance with the specific provisions of its Rules of Procedure. The term of office of the members of the Committee is four years and may be renewed only once.In May 2023 the National Commission for Bioethics & Technoethics (law 4780/2021) appointed a High-level Expert Group of Artificial Intelligence, in order to contribute significantly to the elaboration of Recommendations on ethical issues of Artificial Intelligence applications and generally of digital transformation. The Expert Group consists of reputable scientists from various fields of knowledge.The Commission has the following responsibilities:(a) to formulate proposals for overall policy and concrete actions, as well as relevant guidelines, and to give its opinion on matters relating to its mission,(b) represent the country in international organisations on matters relating to its mission,(c) develop initiatives to raise public awareness on issues related to its mission,(d) participate in legislative committees on matters relating to its mission or give an opinion on relevant provisions before they are tabled,(e) examining the adaptation of national legislation to international and Union law and proposing regulations on matters relating to its mission,(f) draw up and submit reports in accordance with Article 34,(g) set up working groups on matters related to its mission, composed of specialised public-sector staff or private experts, define the way in which they are organised and operate organise their organisation and structure and monitor their work; and(h) organise events on issues relevant to its mission organise, organise and conduct meetings on matters relating to its mission.In December 2024 the National Commission for Bioethics and Technoethics hosted a Meeting of the National Ethics Councils (NECs) and Chairs of the European Group on Ethics and New Technologies (EGE) in Athens.In March 2024 the National Bioethics and Technoethics Commission published its OPINION on the applications of Artificial Intelligence in health in Greece. It is the first official Greek document which comprehensively addresses the specific issue of the impact of the development and use of AI applications in health. The subject is topical, insofar as, on the one hand, remarkable relevant research initiatives are being taken, and, on the other hand, more and more AI applications are being established in clinical practice.
