Human Rights in the Age of Artificial Intelligence are methodological materials designed to explore how artificial intelligence (AI) affects human rights and to outline legal ways to regulate it. They offer recommendations for safely managing AI systems under Ukrainian laws and global standards, benefiting policymakers, businesses, and citizens. Developed to balance technological innovation with privacy and fairness, the materials address risks such as data misuse and bias in everyday AI uses.

Initiative overview

Human Rights in the Age of Artificial Intelligence are methodological materials designed to address the growing challenges posed by artificial intelligence (AI) to human rights, particularly in areas such as privacy, discrimination, and fairness. As AI permeates sectors including healthcare, law enforcement, finance, education, and daily life, it offers immense opportunities for societal progress, such as efficient data analysis and personalised services. However, it also carries risks of rights violations through biased algorithms, unauthorised data processing, and opaque decision-making, as evidenced by global cases like faulty facial recognition systems or discriminatory hiring tools. 

Objectives:

  • The primary objectives are to educate stakeholders on AI’s human rights implications, provide practical recommendations for legal compliance, and promote balanced regulation. 
  • By drawing on Ukrainian and European laws, the materials aim to equip policymakers, businesses, and developers with tools to ensure AI systems respect privacy, minimise bias, and enable human oversight, ultimately supporting Ukraine’s AI development goals as set out in its 2020 AI Concept.

Future outlook:

Looking ahead, the materials are expected to be implemented more broadly through integration into Ukraine’s digital policies, potentially via regulatory sandboxes and expert committees established by the Ministry of Digital Transformation of Ukraine. They could also scale regionally by influencing EU-aligned reforms and through periodic updates reflecting evolving technologies such as generative AI."
