Initiative overview

The Commission is an advisory body to the State in the fields of life sciences and new technologies in general. Its mission is to investigate the ethical, social and legal aspects and implications in the fields of, in particular, biology, biotechnology and biology, biotechnology, medicine and genetics, and new technologies such as artificial intelligence, advanced algorithms and robotics.In May 2023 the National Commission for Bioethics & Technoethics (law 4780/2021) appointed a High-level Expert Group of Artificial Intelligence, in order to contribute significantly to the elaboration of Recommendations on ethical issues of Artificial Intelligence applications and generally of digital transformation. The Expert Group consists of reputable scientists from various fields of knowledge.The Commission's esponsibilities:(a) to formulate proposals for overall policy and concrete actions, guidelines, and opinion on matters relating to its mission,(b) represent the country in international organisations(c) develop initiatives to raise public awareness(d) participate in legislative committees or give an opinion on relevant provisions before they are tabled,(e) examining the adaptation of national legislation to international and Union law and proposing regulations on matters relating to its mission,(f) draw up and submit reports in accordance with Article 34,(g) set up working groups on matters related to its mission, composed of specialised public-sector staff or private experts, define the way in which they are organised and operate organise their organisation and structure and monitor their work; and(h) organise events on issues relevant to its mission organise, organise and conduct meetings on matters relating to its mission.In December 2024 the National Commission for Bioethics and Technoethics hosted a Meeting of the National Ethics Councils (NECs) and Chairs of the European Group on Ethics and New Technologies (EGE) in Athens.In March 2024 the National Bioethics and Technoethics Commission published its OPINION on the applications of Artificial Intelligence in health in Greece. It is the first official Greek document which comprehensively addresses the specific issue of the impact of the development and use of AI applications in health. The subject is topical, insofar as, on the one hand, remarkable relevant research initiatives are being taken, and, on the other hand, more and more AI applications are being established in clinical practice. Having already appointed a High-Level Expert Group of AI for its continuous support in AI issues and having organized repeated hearings of scientists and representatives of stakeholders, the Greek Commission in this Opinion maps the ethical issues raised by the applications of AI, approaches them through a set of ethical and operational-procedural principles, and formulates valid and feasible proposals for the harmonious integration of the AI applications in the Greek healthcare provision system.
