Initiative overview
The National Data and Cloud Policy establishes a comprehensive framework for managing, using and governing data through cloud computing technologies across the public and private sectors in South Africa. It sets out a cloud‑first approach and promotes the development of digital infrastructure, including data centres and cloud services, to enable secure, reliable and efficient data storage and processing. The policy is designed to support socio‑economic development by encouraging data‑driven decision‑making, innovation and the creation of data‑based goods and services.
While not AI‑specific, the policy provides foundational infrastructure and governance conditions that support advanced data analytics and AI‑related activities. It includes measures to improve access to data and cloud services, promote interoperability and open standards, strengthen research and development, and ensure data sovereignty, privacy and security. By addressing skills development, institutional coordination and a trusted digital environment, the policy aims to create the conditions for a robust, inclusive and competitive digital economy in which research, innovation and emerging technologies can grow.
