In Greece, every draft law is published by the relevant Ministry on opengov.gr, typically for a two-week period, during which citizens can express their opinions – within the AI4Deliberation project, several AI features will be tested during specific deliberations hosted on open-gov.gr. For instance, the project will explore the AI Summarisation functionality for processing deliberation comments.

Initiative overview

Greece is participating in the EU AI4Deliberation project, which explores how artificial intelligence (AI) can enhance citizen engagement and improve public consultations on draft legislation. The initiative addresses the challenge of efficiently processing and analysing public feedback during law-making processes, where governments must consider large volumes of citizen comments to inform policy decisions.

In Greece, every draft law is published by the relevant ministry on opengov.gr for a typical two-week consultation period, during which citizens can provide feedback. Within the AI4Deliberation project, several AI-powered features are being tested to support these consultations, aiming to make the deliberation process more efficient, transparent, and inclusive. One key feature under evaluation is AI summarisation, which processes and synthesises public comments to highlight trends, common concerns, and suggestions.

The project involves collaboration between Greek ministries, the National Centre for Public Administration & Local Government, and European research partners, ensuring that AI tools are adapted to the legal, social, and linguistic context of Greece. By leveraging AI, the initiative seeks to reduce the administrative burden on public officials while ensuring that citizen input is accurately considered in legislative processes.
