Sub-goal 7.2 focuses on making better use of health data by enabling its “secondary use”—that is, using patient data not just for care, but also for research and innovation. Today, much of this valuable data is underused, even though it could help improve treatments, public health strategies, and medical research.

The goal is to allow researchers and developers to access this data safely and legally, while protecting patient privacy. To do this, new rules are being developed, in line with recommendations from the European Commission.
