The Operational Plan for 2025–2027 supports the implementation of Ukraine’s Strategy for the Digital Development of Innovation Activity until 2030. It focuses on improving STEM education, updating legislation, and fostering scientific innovation. The plan promotes collaboration among academia, industry, and startups, strengthens research infrastructure, and ensures evidence-based policymaking for a resilient innovation ecosystem.

Initiative overview

The 2025–2027 Operational Plan for implementing Ukraine's Digital Development Strategy for Innovation until 2030 aims to address key challenges and leverage the significant opportunities associated with AI technologies. The plan seeks to integrate advanced technologies into critical sectors, particularly energy. The measures are aimed at strengthening the country's innovation potential, increasing its competitiveness, and attracting investment, building on the recognised potential of AI to increase global GDP.

Objectives:

  • Creating an innovation cluster that will bring together scientific institutions, universities, startups, and private companies in the field of AI. 
  • Supporting projects that develop the Ukrainian language fund, which is critical for training AI models. 
  • Developing a White Paper on AI regulation (published in 2024). 
  • Promoting partnerships between scientific institutions and businesses for joint interdisciplinary research focused on the implementation of AI in various sectors. 
  • Creating a regulatory platform (regulatory “sandbox”) for testing new products, particularly those based on artificial intelligence, in accordance with European standards. 
  • Integrating AI into govtech solutions and open data initiatives, with an emphasis on algorithms that are free from gender bias.

Impact:
In particular, the initiatives will be scaled up by engaging international partnerships and leveraging the opportunities provided by Ukraine's status as a candidate for EU membership. A key element is the creation of a centre of excellence for the use of AI for energy security and “smart grids,” which will not only modernise infrastructure but also increase its resilience to contemporary challenges. The measures planned for 2025–2027 are the initial stage for the further institutionalisation of AI in public administration and the economy, which should contribute to the formation of a dynamic innovation ecosystem capable of meeting the requirements of the future.
