Initiative overview

The PlanAPP / IA2AI project was created to make regulatory impact assessments in Portugal more reliable and efficient. Many laws are passed without fully anticipating their costs or side effects, which can weaken trust and create unnecessary burdens. By introducing AI into the process, the project helps analysts test draft legislation more quickly, spot risks, and compare alternatives before decisions are made.

Led by PlanAPP, Portugal’s public administration centre for planning and foresight, the initiative builds on earlier work by the Technical Unit for Legislative Impact Assessment. It works in partnership with Nova Information Management School and other experts to design AI tools that support ministries and agencies. The project began under EU funding and has since been integrated into PlanAPP’s broader work. It aims to extend use across more policy areas and levels of government, improving regulatory quality at both national and European scales.
