Initiative overview

Artificial intelligence is mentioned in the Brazilian Digital Transformation Strategy (E-Digital) as a change vector of digital technology on society. On AI specifically, E-Digital establishes an action to evaluate potential economic and social impact of (...) artificial intelligence and big data, and to propose policies that mitigate negative effects and maximize positive results. In 2019, a third-party consulting work was assigned to deliver inputs for the National AI Strategy, including international benchmark, methodological approach, description of the state-of-the-art in AI, and proposed future initiatives. A Public Consultation was opened at an online platform from December 12, 2019, to March 3, 2020. The consultation presented discussion keys in thematic areas related to AI, focusing on the government's role regarding the impact of such technologies in society. Relevant documents on artificial intelligence were made available on the consultation website. The consultation collected about 1,000 contributions in total, which are being taken into account for the development of the strategy proposal.The initiative has the following objectives:To prepare a document with the state-of-the-art on the academic discussion on AI, including main concepts, identification of base technologies, and potential impact on society.To obtain information, opinions and criticisms regarding a given subject.To create a benchmark of ongoing initiatives and projects in Brazil, both public and private, and also of plans, policies, strategies and initiatives from other countries, related to AI development and adoption.To propose a methodology for dialogue with society on AI themes (such as public consultations, audiences, sector meetings and workshops, etc.), as well as a draft strategy with proposed vision, actions and follow-up.To open a public consultation in order to gather contributions, suggestions and evaluations from stakeholders in the private sector, as a means to bridge the gap between the public administration and society.To provide a final document including a diagnosis and a strategic vision for a National AI Strategy, focused on maximising the positive effects of such technologies in Brazil.
