REGi - Regulatory Intelligence (Subnational: Ontario)

REGi is an internal government AI tool to reduce burden and improving life for people and businesses by making it easier to find red tape and uncover opportunities to modernise laws, regulations, policies and forms. The tool currently uses AI to scan Ontario laws, including regulations, and forms to help identify government rules that businesses and individuals need to follow, including where there may be outdated language and/or overly dense rules. The tool will evolve over time.

Initiative overview

REGi was developed to address long-standing challenge in identifying rules across Ontario’s laws, regulations, and forms. The initial use case focused on helping Ontario government employees quickly and consistently find government rules in Ontario’s nearly 3,500 laws and regulations, a key first step in identifying red tape.
   
Since its launch in June 2025, REGi has expanded to include features that highlight overly dense rules and identify outdated requirements. REGi displays results in an accessible format that allows users to search, compare, and export findings, supporting transparency, reproducible analytics, and expert validation. 

REGi has improved consistency in identifying regulatory requirements and reduced manual efforts across ministries. User access and engagement continue to grow, with activity metrics indicating increased use over time. Between 26 June and 11 February 2026, average engagement time (time spent on the site) has increased by 58% and event activity (the number of actions a user is taking while on the site) per user is up by over 120%.

REGi started as an innovative MVP supported by strong executive sponsorship and targeted change management. Strong executive champions helped remove barriers and maintain momentum. Change-management efforts focused on user engagement and building confidence in AI-supported analysis. 

To remain technologically current and avoid vendor lock-in, REGi was designed with a modular architecture, so components, including language models, can be upgraded as more advanced options become available. Over time, REGi is positioned to enable more proactive, data driven, decision-making across ministries and contribute to a more modern regulatory environment.
