Initiative overview
The initiative Strategy for the Digital Development of Innovation Activity in Ukraine until 2030 aims to address the problem of insufficient infrastructure and legal regulation for innovation, particularly in the field of artificial intelligence (AI). Despite Ukraine's significant potential and high level of open data, the absence of comprehensive national legislation creates obstacles to the full implementation and scaling of AI technologies. The initiative also seeks to leverage opportunities provided by the European Union's Green Deal to modernise the economy and transform Ukraine into a European energy hub.
Objectives:
- To create favourable conditions for research, innovation, and the implementation of solutions in the fields of AI and green transformation. This includes the establishment of innovation clusters uniting scientific institutions, higher education institutions, startups, and private companies.
- Plans also envisage support for projects aimed at developing the Ukrainian language fund and the preparation of a White Paper on Ukraine's approach to AI regulation.
- Financial incentives, tax breaks, and grant programmes are foreseen to stimulate innovation.
- In the energy sector, the initiative provides for the creation of a centre of excellence for AI applications, the organisation of training programmes, and the involvement of leading international educational institutions.
Implementation and institutionalisation are to proceed gradually through several mechanisms. One of the main instruments will be the establishment of a regulatory platform, or “sandbox,” for testing high-tech products — particularly those based on AI — for compliance with national legislation and the EU AI Regulation. This will enable Ukrainian developments to access the EU market, an essential step for scaling. The initiative also foresees competitions based on open government data to foster public engagement. Implementation is conceived as a dynamic process, evolving over time to respond to challenges such as the need to retrain personnel for the green transition and align with EU standards."
