Initiative overview
The Transforma Paraná Program establishes a statewide infrastructure for territorial and environmental intelligence designed to modernize public governance in Paraná. It responds to long‑standing structural challenges in public administration, including fragmented data across multiple systems, limited automation and heavy reliance on manual, time‑consuming processes. By combining artificial intelligence with cloud‑native architecture, the program aims to eliminate data silos and support faster, evidence‑based decision‑making across government.
At the heart of the initiative is the creation of a unified Data Foundation, implemented through a Macro State Data Lake that consolidates large volumes of information under a single governance framework. This foundation standardizes metadata, ensures interoperability and embeds compliance with Brazil’s General Data Protection Law (LGPD). It enables a range of high‑impact projects, including the Paraná Mais Sustentável platform for rural digital addressing and environmental monitoring; SISTRANSITO, which uses AI to analyze more than 82,000 traffic accident reports to improve road safety; and the J.A.C.A. project, which digitizes food donations at CEASA‑PR using conversational agents to reduce hunger and food waste.
The program is institutionalized through a strategic partnership between the Secretariat of Innovation and Artificial Intelligence (SEIA) and CELEPAR, ensuring that the technology is embedded in official state services and remains sustainable over time. Implementation follows a phased approach, starting with core infrastructure and pilot modules before scaling to full production. Continuous improvement is supported through automated pipelines and the introduction of an Agent Development Kit, enabling the deployment of intelligent, proactive digital services in areas such as health, education and public security. Concrete results are already visible. The Data Foundation has centralized petabytes of information, automated the analysis of 82,000 traffic accident reports and enabled the creation of unique digital addresses for 300,000 rural properties. Impact is measured through reductions in manual processing time, high levels of data structuring (exceeding 90% completeness) and the successful deployment of AI‑based conversational services for social programs.
Beyond these core initiatives, Transforma Paraná supports a broader innovation ecosystem. Complementary actions include the Conecta IA program to identify operational bottlenecks, Hub GovTech Paraná to promote open innovation, the Paraná Artificial Intelligence Cup for civil servants and AI solutions applied to public security and housing programs such as COHAPAR. Together, these efforts reduce bureaucracy, increase efficiency and modernize service delivery across multiple policy domains.
