Initiative overview
The Voluntary Code of Conduct for the Ethical and Responsible Use of Artificial Intelligence is a soft-law initiative launched by Ukraine’s Ministry of Digital Transformation in 2024. It was developed as part of Ukraine’s broader efforts to establish a human-centric AI governance framework. The Code provides non-binding but structured guidance for public and private sector organisations that develop, deploy, or manage artificial intelligence (AI) systems. Its core aim is to promote ethical, transparent, and trustworthy AI practices that respect human rights, democratic values, and the rule of law.

It may also serve as a foundation for sector-specific codes of practice or certification schemes.
