Voluntary Code of Conduct for the Ethical and Responsible Use of Artificial Intelligence provides organisations and developers with ethical and practical guidelines for the responsible use of artificial intelligence (AI) in Ukraine. It was developed to promote trust, accountability, and safety in AI systems across the public and private sectors. The Code helps organisations use AI in ways that respect human rights and democratic values.

Initiative overview

The Voluntary Code of Conduct for the Ethical and Responsible Use of Artificial Intelligence is a soft-law initiative launched by Ukraine’s Ministry of Digital Transformation in 2024. It was developed as part of Ukraine’s broader efforts to establish a human-centric AI governance framework. The Code provides non-binding but structured guidance for public and private sector organisations that develop, deploy, or manage artificial intelligence (AI) systems. Its core aim is to promote ethical, transparent, and trustworthy AI practices that respect human rights, democratic values, and the rule of law.

Impact:

  • The initiative addresses the need for ethical safeguards and public trust in the face of rapidly advancing AI technologies. As AI becomes more integrated into everyday life and decision-making, the risk of harm, discrimination, and opacity increases, especially in the absence of binding regulation. 
  • The Code serves as an interim, proactive measure while Ukraine prepares its legally binding AI legislation. 
  • It offers practical principles such as accountability, transparency, fairness, safety, and privacy. 
  • Importantly, it emphasises that the degree and manner in which each principle is applied should correspond to the characteristics of a given system and the level of potential risk it poses, in line with the OECD’s AI risk-based approach.

Future outlook:

Looking ahead, the Code is expected to evolve into a living document, subject to updates as technologies and legal frameworks develop. It may also serve as a foundation for sector-specific codes of practice or certification schemes. The initiative is part of a broader national strategy to create a trustworthy AI ecosystem in Ukraine, and to align the country’s digital transformation with international best practices in AI governance."
