Singapore and France Defence Ministries to Establish First Joint R&D Lab in Singapore to Develop Artificial Intelligence Capabilities
France and Singapore strengthened their relations in the field of defence innovation, with the signing of a technical arrangement to create a joint R&D laboratory in the field of artificial intelligence. The objective of this cooperation, which is part of the SAFARI (Singapore and France Advanced Research Initiative) agreement, is to bring together French and Singaporean researchers to propose and undertake projects of interest to both countries.
Personal Data Protection Act (PDPA), Section 26 (Transfer Limitation Obligation) and Personal Data Protection Regulations 2021
Singapore’s PDPA Section 26, supported by the Personal Data Protection Regulations 2021, provides a binding legal framework that governs cross‑border transfers of personal data by private organisations. The framework permits the use of domestic or international cloud providers, including for AI‑related workloads, subject to compliance with defined data protection safeguards.
Guidelines on Securing AI Systems
The Guidelines on Securing AI Systems, published by the Cyber Security Agency of Singapore (CSA) in October 2024, aims to support system owners adopting or considering AI by identifying potential security risks and setting out guidance to mitigate them across the AI lifecycle. Grounded in the principle that AI should be "secure by design and secure by default," the guidelines cover five lifecycle stages; Planning and Design, Development, Deployment, Operations and Maintenance, and End of Life.
Global AI Assurance Sandbox
The Global AI Assurance Sandbox is an ongoing initiative by Singapore's Infocomm Media Development Authority (IMDA) and the AI Verify Foundation, launched on 7 July 2025. Building on a successful pilot begun in February 2025, it connects builders and deployers of generative AI applications with specialist technical testers. It aims to reduce barriers to GenAI adoption, inform emerging testing standards, and support the growth of a viable AI assurance market.
MERaLiON (Multimodal Empathetic Reasoning and Learning in One Network)
MERaLiON (Multimodal Empathetic Reasoning and Learning in One Network) is a large language model designed in Singapore and built for Southeast Asia. Launched in its upgraded version (v2) at the ATxSummit in May 2025, it expanded its language coverage to include Malay, Vietnamese, Thai, Tamil, Bahasa Indonesia, and Chinese dialects, aiming to reach approximately 450 million speakers across the region through empathetic, culturally aware, and context-sensitive AI interactions.
Enterprise Compute Initiative (ECI)
The Enterprise Compute Initiative (ECI) is a Singapore government programme administered by Digital Industry Singapore (DISG), with up to SGD $150 million set aside at Budget 2025. Designed to support Singapore-based companies in advancing their AI transformation, the programme provides cloud credits and consultancy services through major cloud service providers, Google Cloud, Microsoft, AWS, and Oracle, to help companies develop a Minimum Viable Product and establish dedicated AI teams.
Accelerated Initiative for Artificial Intelligence
IPOS' Accelerated Initiative for Artificial Intelligence, AI2 , complements Singapore's shift towards a digital economy and supports innovative enterprises that are looking to bring their AI products faster to the market. It also underscores Singapore's commitment to nurture and protect high-value innovation such as AI technologies. AI2 will be launched on 26 April 2019.

AI Apprenticeship Programme
The AIAP is a full time 9-month programme where we train and groom local Singaporean AI talent. This is in line with the nation's focus in deepening national capabilities in AI, not only in terms of technology, but also skillsets and talents. The AIAP is a deep skilling programme and successful applicants to the AIAP are expected to have prior knowledge in AI and Machine Learning. During the duration of the programme the apprentice is paid a stipend of between SGD$3500 - $5500 per month.
AI Research Programme
AI Research Programme seeds high quality research efforts aimed at developing fundamental AI novel techniques, algorithms and adjacent technologies that will eventually significantly contribute to the other pillars of AI Singapore. The AI Singapore Research Programme will also encourage national research collaborations and nurture local AI talents.

The Sandbox will bring global ecosystem players together through concrete use cases, to enable the evaluation of trusted AI products. The Sandbox will make use of a new Evaluation Catalogue, as a shared resource, that sets out common baseline methods and recommendations for Large Language Models (LLM).
