Spanish AI regulatory sandbox pilot guidelines for the European Artificial Intelligence Act
The set of 16 guidelines is an initiative developed within the Spanish AI regulatory sandbox pilot to support implementation of the European Artificial Intelligence Act. It includes introductory, technical and checklist materials providing practical recommendations to help organisations comply with regulatory obligations. The guides are non-binding, aligned with EU requirements, structured across thematic areas, and subject to ongoing review and updates as standards and EU guidance evolve.
Sandkëscht — Regulatory Sandbox
Sandkëscht is a regulatory sandbox launched by Luxembourg's National Commission for Data Protection. Open to any entity established in Luxembourg regardless of size or sector, it provides a dedicated environment for testing projects involving new technologies, particularly artificial intelligence systems, while ensuring compliance with data protection principles. Participation lasts generally between 9 and 18 months.
Regulatory Sandbox
The Regulatory Sandbox is an initiative by Brazil's National Data Protection Agency (ANPD), authorised under Complementary Law No. 182 of 2021. It creates a controlled environment for collaborative experimentation between the ANPD, regulated entities, and stakeholders to test AI and machine learning technologies within a regulatory framework, with a current focus on algorithmic transparency and compliance with Brazil's General Data Protection Law (LGPD).
Global AI Assurance Sandbox
The Global AI Assurance Sandbox is an ongoing initiative by Singapore's Infocomm Media Development Authority (IMDA) and the AI Verify Foundation, launched on 7 July 2025. Building on a successful pilot begun in February 2025, it connects builders and deployers of generative AI applications with specialist technical testers. It aims to reduce barriers to GenAI adoption, inform emerging testing standards, and support the growth of a viable AI assurance market.
Experimental Project on Organising the Research of High-Tech Tools Using the “Sandbox” Method (Sandbox for AI and Blockchain Startups)
The main task of the Sandbox is to help developers in the fields of artificial intelligence (AI) and blockchain create high-quality products in conditions where no specific legislation on these technologies yet exists. The initiative provides companies with free audits, consultations, and recommendations to improve their high-tech products.
GovTech AI sandbox
The GovTech AI Sandbox pilot aims to tackle critical barriers to innovation in user-centric public services. Public sector organisations face significant challenges in effectively deploying and scaling AI solutions, which can limit the impact of technological advancements meant to enhance services for citizens. The sandbox is expected to significantly improve of Greek public sector organisations in effectively deploying and testing AI solutions.
GovTech Sandbox
This pilot programme is being implemented to responsibly test AI solutions and gather information on the potential opportunities and risks of using this technology in the public sector. The pilot iteration of the programme involves 14 public sector organisations and the development of six concepts exploring possible future interactions between the public sector and artificial intelligence.
Experimental Regulatory Environments for AI
The Action Plan of Digital Transformation 2023-2026 includes the development of Experimental Regulatory Environments for AI. The first step of this project involved preparing a feasibility study for establishing an AI sandbox; the study proposed a set of legislative and technical tools, including a legal framework on the AI sandbox, necessary personnel capacities, and technical requirements. Based on this study, the preparatory phase of this pilot project is scheduled for 2025.

Council Conclusions on Regulatory Sandboxes
In November 2020, the Council of the European Union adopted a set of conclusions on the role of regulatory sandboxes and experimentation clauses in an innovation-friendly, future-proof, sustainable and resilient EU regulatory framework.
