Initiative overview
The Digital Decade Policy Programme 2030 provides the European Union with a coordinated framework to steer and monitor progress towards shared digital objectives by 2030. It is built around four core areas: digital skills, digital infrastructures, the digitalisation of businesses, and the digitalisation of public services. Within this framework, artificial intelligence is explicitly recognised as a key digital technology alongside cloud computing, edge computing and advanced connectivity, and as a critical enabler of economic transformation, sustainability and innovation.
From an infrastructure perspective, the programme highlights the importance of strong capacity to process large volumes of data through sustainable digital infrastructures, including high‑performance computing, cloud and edge facilities. These elements are presented as foundational for AI development and deployment, particularly for data‑intensive applications and advanced AI systems. The programme also links AI and digital infrastructure to the European Green Deal, emphasising the need for energy‑ and resource‑efficient digital technologies and infrastructures.
The programme encourages coordinated action by Member States, including the development of multi‑country projects and joint investments in strategic digital capacities that support AI, such as computing infrastructure and advanced semiconductor technologies. It establishes monitoring and governance mechanisms to track progress towards digital targets, identify strategic dependencies and support the Union’s digital sovereignty in an open manner. Overall, the Digital Decade Policy Programme positions AI not as a standalone policy area, but as a cross‑cutting capability embedded in skills, infrastructure, business transformation and public‑sector digitalisation across the EU.
