Name in original language

Marco Institucional para la Adopción Progresiva y Responsable de Inteligencia Artificial Generativa en el Ministerio Público de la Provincia de Buenos Aires

Initiative overview

The initiative was developed in response to the growing availability of generative artificial intelligence tools and the need to regulate their use within the judicial environment in an ethical, secure and legally responsible manner. The Public Prosecutor’s Office of the Province of Buenos Aires established an initial regulatory framework defining principles, limits and responsibilities for the use of generative AI by institutional staff. The adopted strategy is based on a progressive and incremental approach. In a first stage, a controlled pilot programme was implemented in selected areas using an institutional platform (ChatIA) with access controls, traceability and human supervision. Based on the experience obtained, the regulatory framework has been adjusted and expanded, incorporating new guidelines, strengthening security measures and promoting staff training.

The initiative includes continuous evaluation with the objective of gradually scaling the use of the technology, integrating it with other institutional systems and consolidating an AI governance model aligned with human rights principles, transparency and accountability. The Secretary of Innovation and Digital Experience of the Public Prosecutor’s Office of the Province of Buenos Aires was recognised with the “The Government AI 100 – 2026 Edition” award by Apolitical in the category Implementation and Adoption of AI. This distinction recognises the Secretary as one of the 100 most influential individuals worldwide in artificial intelligence applied to the public sector. The recognition highlights his leadership in promoting a strategic and responsible approach to AI adoption in the justice sector. He has promoted the adoption of people-centred technologies, led the development of the secure internal platform ChatIA, and promoted a strategic agreement with Microsoft to strengthen digital and artificial intelligence capabilities within the justice system. Apolitical is the world’s largest network of public servants, with more than 400,000 members, dedicated to strengthening government capacity globally.

Results, outcomes and impacts

The initiative enabled the introduction of generative artificial intelligence within a controlled institutional environment, reducing the risks associated with external and unregulated platforms. It strengthened awareness of responsible AI use and generated empirical evidence for improving the regulatory framework. Impacts are evaluated through monitoring of platform usage, qualitative analysis and feedback from pilot areas.

Other relevant details

Challenges and lessons learned: The main challenges were related to risk management, protection of sensitive data and the need to prevent automated uses without human oversight. To address these challenges, a gradual implementation strategy was adopted, supported by clear guidelines, usage restrictions and continuous training. The experience demonstrated the importance of combining regulation, institutional technological infrastructure and capacity-building, as well as maintaining regulatory flexibility in order to adapt the framework to technological developments.
