Initiative overview
The MITOU Program (Exploratory IT Human Resources Project; officially 未踏IT人材発掘・育成事業) was launched by METI in FY2000 and is operated by the Information-technology Promotion Agency (IPA). The programme's mission is to discover and develop exceptional young IT creators capable of driving innovation in AI, robotics, big data, and other frontier digital technologies. As of April 2025, the programme has developed over 2,300 'Creators'. The MITOU Programme has three tracks: MITOU IT Program — for IT talents under age 25 (approx. 9 months); focuses on big data, AI, robotics, and novel digital products; MITOU Advanced Program — for aspiring IT entrepreneurs of all ages (approx. 8 months); adds business advisors alongside technical project managers; targets commercialisation and startup creation; MITOU Target Program — for specialists of all ages (up to 18 months); targets specific frontier technology areas designated annually (past themes include quantum computing, AI, reservoir computing). All tracks share a core model: 'Project Managers' — prominent Japanese IT innovators from academia and industry — select promising individuals from applicants, mentor them intensively through weekly one-to-one sessions, and guide project development. Creators retain IP rights from their projects. Outstanding performers are designated 'Super Creators' by METI. Graduates have founded over 250 businesses and commercialised numerous AI products. The MITOU Foundation (established 2014 by alumni) extends the programme's community and runs MITOU Junior for innovators aged 17 and under. Annual programme budget is not publicly itemised but sits within IPA's total budget (JPY 146.4B as of April 2025 across all programmes).
