he Spanish government is working to understand and address how artificial intelligence (AI) affects vulnerable groups in society. As AI becomes more common, there is concern that people like the elderly, those with disabilities, or low-income communities could be unfairly impacted or excluded. To ensure AI benefits everyone fairly, Spain is developing a National Plan focused on these vulnerable collectives and their experiences with AI.

The main aim of the plan is to identify potential risks AI poses to vulnerable groups and to promote their inclusion in the digital world. To support this, a detailed study is planned for late 2024 to examine how AI affects these populations. This study will gather insights from experts across various fields and include input from the vulnerable groups themselves. It will look at issues such as accessibility, privacy, bias, and social exclusion.

The results of the study will guide the creation of the National Plan, which will propose actions and policies to ensure AI is developed and used responsibly and inclusively.
