This resolution concerns the impact of AI on industrial policy and was initiated by the Committee on Industry, Research and Energy (ITRE), which calls to maximise the benefits and minimise the risks for society and ensure a safe, equitable development of AI.

Initiative overview

This resolution focuses on ethical issues and included a large section on ethical aspects, but also links them with the needs for industrial policies that cover different sectors (from public, energy, to agriculture and transportation). The resolution stressed that AI research should invest not only in AI technology and innovation developments but also in AI-related social, ethical and liability areas, and that any AI model deployed should have ethics by design. The resolution specifically mentions four sets of issues in relation to the ethical discussion: 1) human-centric technology; 2) embedded values in technology “ ethical-by-design; 3) decision-making “ limits to the autonomy of artificial intelligence and robotics and 4) transparency, bias and explainability of algorithms. The resolution calls for the creation of particular legal frameworks that address issues such as building an internal market for AI, personal data processing, liability, consumer protection, and intellectual property rights. The resolution does not advocate for introduction of new laws, but instead to focus on the review of existing ones. It also advocates for a human centric technology' and AI model deployed within an ethics by design approach.'Furthermore, Section 6.2 explicitly mentions that the resolution Welcomes the creation of the OECD AI Policy Observatory and calls for greater ambition in developing a roadmap for further cooperation.The initiative has the following objectives:To combine competitiveness and sustainability.To prioritise quality job creation and inclusiveness.
