In February 2017 the European Parliament called upon the Commission to table a legislative proposal laying down a set of civil law rules on robotics and artificial intelligence.
Initiative overview
This resolution prioritised six main areas of EU legislative concern: ethics, liability, intellectual property and flow of data, standardisation, employment and institutional coordination and oversight. The resolution also paid significant attention, as a matter of priority, to ethics. It proposed a code of ethical conduct for robotics engineers, a code for research ethics committees, a "licence" for designers and a "license" for users. It also called for the establishment of a European agency for robotics and AI, to provide technical, ethical and regulatory expertise on AI. The European Commission adopted on 25 May 2018 a Communication on Artificial Intelligence for Europe laying down the European approach to make the most out of the opportunities offered by Artificial Intelligence (AI) and address the new challenges AI brings.The initiative has the following objectives:To guarantee that humans have control over intelligent machines at all times and that special attention should be paid to the possible development of an emotional connection between humans and robots ' particularly in vulnerable groups.
