Main focus: collaborative governance frameworks in the AI space – open source platforms, standardization, regulatory experimentation (e.g. sandboxes).
Carlos is a lawyer and researcher targeting the interactions between open source and ICT standards (e.g. telecoms – Network Function Virtualization), from an IP and competition law angle. Regarding AI, after having carried his PhD research at the Max Planck Institute for Innovation and Competition, he joined BigScience, an open NLP project developing large multilingual models and datasets, as co-chair of the Legal/Ethical WG. Carlos has also studied the strategic use of open source licenses in machine learning (ML) frameworks, as a core competitive factor in ML platform leadership. He is currently working on the implementation of regulatory sandboxes in the AI context and the setting of cross-sandbox compatibility frameworks. He joined Hugging Face in June as a Tech & Regulatory Affairs Counsel.
