Advanced digital skills training program for civil servants

The objective of this investment (under the RRP) is to increase the advanced digital skills of the civil servants, aiming to support the digitalisation of the public services by improving the availability of a qualified workforce for internal IT&C operations. The investment consists of training for advanced digital skills (database management, system management, business analysis, data analysis, programming) for 32,500 civil servants (out of which 2,500 seniors).

Initiative overview

As part of its Recovery and Resilience Plan (RRP), Romania is investing in advanced digital training for civil servants to accelerate public sector digitalisation. Many institutions lack in-house expertise for IT and data operations, slowing reform and leaving them dependent on external providers. The program aims to train 32,500 officials, including 2,500 senior staff, in areas such as database and system management, business and data analysis, and programming. By developing these skills internally, the government hopes to build a more resilient, capable workforce for ongoing digital transformation.

The initiative is coordinated by the National Agency for Civil Servants with training providers like the National Institute of Administration. It runs until June 2026 and is tied to specific milestones under the RRP.
