Initiative overview
Germany has developed AI frameworks within its federal administration to promote responsible, opportunity-oriented adoption of artificial intelligence (AI) across public institutions. Launched by the Federal Ministry of the Interior and Community (BMI), the framework addresses the challenge of integrating AI technologies into government operations while ensuring that ethical, legal, and social considerations are fully respected.
The primary objective of the BMI framework is to guide AI implementation within the Ministry and its affiliated bodies, fostering human-centred, transparent, and fair AI applications. It outlines key principles for AI use and identifies critical factors along the AI value chain that contribute to successful, responsible deployment in public administration. These principles aim to ensure that AI systems enhance service quality, support decision-making, and maintain public trust.
Similarly, the Federal Foreign Office (AA) has adopted an AI Charter, establishing standards and recommendations for responsible AI use in its operations. Both initiatives encourage structured governance, risk assessment, and accountability in AI applications, ensuring that public sector AI projects are aligned with national ethical guidelines and policy objectives.
