Coordinated by the AI Advisory Centre (BeKI), AI Guidelines are being developed to ensure a harmonised inter-ministerial approach to the use of AI in public administration. These guidelines promote a value-based approach to AI deployment and offer practical guidance for both employees utilising AI systems and the respective administrative units responsible for providing these systems.

Initiative overview

Germany has developed the KI-Leitlinien (AI Guidelines) to ensure a harmonised and responsible approach to the use of artificial intelligence (AI) across federal public administration. This initiative addresses the need for a consistent framework that guides government institutions in deploying AI systems ethically, transparently, and effectively, while maintaining public trust and accountability.

The primary objective of the KI-Leitlinien is to promote a value-based approach to AI adoption. The guidelines provide practical guidance for both employees using AI systems and the administrative units responsible for implementing and managing these technologies. By outlining principles such as fairness, transparency, human-centred design, and legal compliance, the guidelines help ensure AI applications align with societal and administrative objectives.

The development of these guidelines is coordinated across multiple federal ministries, combining expertise from policy makers, AI experts, and public administration specialists. This inter-ministerial collaboration ensures that the framework reflects operational realities and can be applied consistently across departments, providing clear instructions for AI deployment, risk management, and accountability.
