The AI Sovereign Compute Infrastructure Program is a Government of Canada initiative launched under the Canadian Sovereign AI Compute Strategy to build a large‑scale, Canadian‑controlled public AI supercomputing system, improving access to advanced computing for researchers and innovative firms.

Initiative overview

The AI Sovereign Compute Infrastructure Program aims to strengthen Canada’s leadership in artificial intelligence by expanding national access to advanced, AI‑optimised computing infrastructure. Delivered as part of the Canadian Sovereign AI Compute Strategy and supported by recent federal budgets, the programme focuses on building a secure, sovereign public AI supercomputer to support world‑class research, innovation and economic growth in Canada. It is designed to provide researchers and businesses with the compute capacity required for transformative AI projects while enhancing Canadian sovereignty, resilience and technological independence.

The programme is structured around two integrated layers. The Infrastructure Build Layer is responsible for designing, constructing and operating the national supercomputing system, including hardware installation, data centre operations and system administration. The National Service Layer complements this by enabling effective use of the infrastructure through user support, training, research consulting and data services, and by integrating the new system with existing public access and allocation frameworks. Together, these layers form a coordinated national ecosystem intended to support long‑term innovation, reduce external reliance and retain high‑value expertise and intellectual property within Canada.
