Initiative overview
AI‑verkstaden is a national initiative designed to help Sweden’s public sector adopt artificial intelligence safely, efficiently and at scale. It responds to long‑standing challenges across agencies, regions and municipalities, including fragmented digital infrastructure, uneven AI competence, inconsistent data quality, legal uncertainty and unequal access to technical resources. Many smaller public organisations in particular lack the environments, support and guidance needed to use AI responsibly. Against this backdrop, AI‑verkstaden leverages rapid technological progress and Sweden’s growing need for digital sovereignty, secure data management and a coordinated approach to technology adoption.
The initiative’s core objective is to provide a shared, secure national infrastructure where public actors can experiment with, develop and deploy AI solutions. This includes lab, development and production environments; a catalogue of quality‑assured AI services; and structured support that ranges from self‑service resources to expert legal, technical and change‑management advice. By enabling public actors to share models, align standards and coordinate legal and technical assessments, AI‑verkstaden reduces redundant work and promotes more coherent, efficient and trustworthy AI use across the public sector. Its broader aim is to raise AI maturity, improve service quality and strengthen Sweden’s digital resilience and civil preparedness. AI‑verkstaden is being established over multiple years (2026–2030), gradually expanding its service catalogue, infrastructure and user base. It will move from pilots and foundational support functions toward full operational capacity using a hybrid model that combines a state‑controlled “community cloud” with approved private‑sector resources. Over time, it will be institutionalised through stable governance shared between the two government agencies responsible for its oversight. Its flexible architecture ensures it can adapt to evolving technologies, regulatory requirements and user needs.
Early experimentation has already demonstrated value. A pilot with the Mörbylånga municipality tested an AI service for masking personal data, showing that local actors can securely access and use AI within a governed environment. The pilot validated technical, legal and contractual processes and highlighted user support needs, helping refine requirements for future scaling. Early user feedback confirmed that the service lowered adoption barriers. These results were assessed through real‑world testing in operational settings.
