Context

Sweden’s first comprehensive AI strategy addresses the need for a coordinated national approach to artificial intelligence to strengthen competitiveness, public sector efficiency, and research capacity. It responds to previously fragmented efforts and seeks to leverage AI to drive societal benefit, sustainable development, and innovation, while managing risks related to privacy, security, and intellectual property. It also aims to position Sweden in an increasingly competitive global AI landscape.

Objectives

The overarching objective is for Sweden to become one of the top ten countries globally in AI. The strategy aims to:

  • Promote responsible, secure, and trustworthy AI
  • Increase AI adoption across society, particularly in the public sector
  • Strengthen research, innovation, and business competitiveness
  • Deliver tangible societal benefits, including improved public services
  • Enhance Sweden’s global position and technological capability

Sweden also aims to become world-leading in the use of AI in public administration.

Implementation and future development

The strategy will be implemented through an action plan with ongoing and planned measures, including:

  • AI and data related assignments across government agencies
  • Reforms to enable more efficient data sharing
  • Appointment of a national AI coordinator
  • Strengthened international cooperation

Implementation is supported by annual follow-up, with the Swedish Agency for Digital Government and the Swedish Post and Telecom Authority responsible for monitoring progress, analysing developments, and proposing additional measures.

This approach enables continuous adaptation and supports scaling across sectors, as well as alignment with EU and international frameworks.

Process and evaluation

The strategy builds on earlier policy work, in particular:

  • The AI Commission’s report Roadmap for Sweden (SOU 2025:12)
  • Sweden’s Digitalisation Strategy 2025–2030

Going forward, it will evolve through regular follow-up, policy adjustments, and international benchmarking, including within the OECD framework.

The AI Commission’s Roadmap for Sweden was developed through broad and structured stakeholder involvement across society. The commission itself included representatives from business, academia, the public sector, and policy, supported by high‑level experts from major organisations and authorities. In addition, the commission conducted extensive outreach, holding over 200 meetings The report of the AI Commission, Roadmap for Sweden (SOU 2025:12), and Sweden’s Digitalisation Strategy 2025–2030 (Fi2025/01181) have formed the basis for the development of the strategy. After publication, further involvement continued through the formal public consultation (remiss) process, where authorities and organisations provided feedback on the proposals. Overall, the roadmap reflects a whole‑of‑society approach, combining broad participation in its development with continued collaboration in its implementation.

Monitoring mechanism description

The Swedish Agency for Digital Government and the Swedish Post and Telecom Authority have been tasked with follow-up on the strategy, including analysing the development of AI in Sweden, and, where necessary, proposing measures to achieve its objectives. The AI strategy will also be included in the evaluation work carried out by the OECD within the framework of the Swedish Digitalisation Strategy 2025-2030.
