Initiative overview
ALLiaNCE is the French government’s AI incubator led by DINUM. It was created to help public administrations move from isolated experiments to real, reliable AI solutions that improve day-to-day work and public services. The initiative responds to a common challenge across ministries: many teams face similar technical and organisational barriers when trying to deploy AI, which can lead to duplicated effort, higher costs, and uneven levels of security and quality.
Its main objective is to support administrations in designing, building and scaling high-impact AI solutions, while promoting safe and trusted use. ALLiaNCE provides hands-on support to project teams, helps them test solutions with real users, and encourages reuse of shared building blocks where relevant. It also contributes to spreading good practices on topics such as data protection, security, evaluation, and responsible use, so that AI tools can be deployed with confidence in public sector settings.
In parallel, ALLiaNCE runs and animates the State's AI community, bringing together practitioners from across the public sector. Through regular meet-ups and knowledge sharing, the community helps administrations learn from each other, avoid duplicating work, and coordinate on common needs. This creates a stronger collective capacity to deliver AI projects and to align approaches across ministries.
So far, ALLiaNCE has supported multiple public administrations in developing and deploying AI tools for real operational needs (e.g. HR support, legal assistance, cybersecurity, document processing). Results include faster delivery of usable solutions, reduced duplication of effort across ministries, and stronger coordination through the State AI community. Impacts are tracked through project milestones (prototype to production), user feedback and satisfaction, and adoption metrics (with over 10 projects supported and solutions deployed, reaching thousands of public agent users).
Key challenges include uneven AI maturity across administrations, limited access to secure computing capacity, and the difficulty of moving from pilots to production. These challenges have been addressed through hands-on support to project teams, promoting reuse of shared components where possible, and encouraging clear governance and testing before wider rollout. Necessary conditions include leadership support, secure infrastructure, measurable objectives, and an active community to share practices and avoid duplication.
ALLiaNCE has evolved from supporting early prototypes to enabling more mature deployments and cross-government collaboration. As adoption grows, it is expected to further scale its support, strengthen coordination with ministries and partners, and continue building shared resources that help administrations deploy AI faster, more securely, and with measurable results.
