Initiative overview

To foster the conditions for the development of the digital transformation strategy, there is a broad regulatory framework, but it is worth highlighting the Executive Decree N.41248, which establishes the High Level Commission of Digital Government, which will act as a consultative body for the development of the national strategy for the implementation of the public policy of digital government, and Law N.9943, which establishes the National Agency of Digital Government, as the executing body for interoperability and strategic projects in this area.There is a strategic framework within the institution that focuses on the development of the Costa Rican society and economy, which is the National Policy for the Knowledge-Based Society and Economy (PNSEBC); the plans of each vice ministry with a sectoral vision focused on their areas of work, such as the National Plan for Science, Technology and Innovation (PNCTI), the National Telecommunications Development Plan (PNDT), the National Cybersecurity Strategy and the Bioeconomy Strategy.In this way, the Digital Transformation Strategy seeks to be transversal to these planning instruments, developing digital government and governance components through its strategic axes.
