Egypt’s National AI Governance Framework is the suite of all AI Governance instruments and publications that establishes a comprehensive, sovereign, and human centric approach to governing artificial intelligence across the public and private sectors. Rooted in Egypt’s constitutional values and aligned with global best practices, the Framework positions Egypt as a regional anchor in responsible AI.

Initiative overview

The initiative addresses gaps in clear, interoperable rules for responsible AI in Egypt while leveraging AI’s potential to improve public services, spur inclusive growth, and position the country as a regional hub through a sovereign, human‑centric governance framework. Its objectives are to apply a risk‑based model with defined tiers, require a “dual‑check” (ethical impact + technical audit) compliance process for high‑risk systems, and assign clear roles to a central policy body alongside sectoral regulators. 

It also aims to build the enablers for safe adoption - developing human capital, improving data quality and sovereignty, providing sovereign cloud/HPC infrastructure, and supporting SMEs. The guide additionally seeks to align Egypt with international standards for global interoperability. Finally, it establishes a living framework with sandboxes, continuous monitoring, and a phased roadmap to adapt to technological change and inform future legislation
