The guideline on generative artificial intelligence was created to support and encourage civil servants to use AI solutions.

Name in original language

Ohjeistus generatiivisen tekoälyn hyödyntämisestä työn tukena ja apuvälineenä julkisessa hallinnossa

Initiative overview

AI is here to stay, and not only does public administration need to keep informed about the changes reshaping our world, but it also needs to exploit these opportunities safely. AI is expected to increase the productivity of public administration in many ways. Functions where generative AI could bring productivity benefits include service provision, generation of knowledge and information, tools for sorting and summarising data, and process automation. AI could help information systems function more intelligently and offer more personalised services to improve user experience. AI can be programmed to work in partnership with people, and it can be developed to meet people’s needs.

This guideline aims foremost to encourage ordinary civil servants as well as management to educate themselves, experiment with AI and consider the possibilities both in daily work and in administrative processes. The guideline is very high-level and is being used in public organisations as a starting point for more detailed instructions and guidelines. The guideline introduces and illustrates fundamental AI terms and concepts in order to help establish a common language for the public sector.

Results, outcomes and impacts

The guideline has been widely referenced and used in the Finnish public sector. As of today, the terms and vocabulary defined at the time can be seen as pioneering work.

Challenges and lessons learned

The guideline document is now one year old. The world around us has changed a lot and technological development has been fast (for example, AI agents were not properly addressed in the guideline). Even though the guideline is very high-level and does not go into detail, there will be an apparent need to critically examine the purpose and content of the guideline, since civil servants are increasingly familiar with basic concepts of AI. It is evident that AI is increasingly becoming part of civil servants’ everyday work.
