The primary goal of TEHDAS2 is to prepare for the coordinated implementation of the EHDS, focusing on the secondary use of health data. This includes developing concrete guidelines and technical definitions to streamline the use of health data across different countries, ensuring secure and efficient access for research, innovation, and policymaking.
Key Activities:
- Development of 11 draft guidelines and technical specifications covering areas such as data access procedures, data minimisation, secure processing environments, and citizens' rights
- Organisation of public consultations to gather stakeholder feedback on these drafts, ensuring broad applicability and acceptance
- Establishment of collaboration models and cooperation frameworks to facilitate cross-border data sharing and access
As of October 2025, TEHDAS2 has initiated a 60-day public consultation on the draft documents, inviting feedback from stakeholders including citizens, health professionals, authorities, and regulators. This consultation is a critical step in refining the guidelines and ensuring they meet the needs of all relevant parties.
