The ISSS (2021-2027) is a comprehensive policy framework designed to enhance Bulgaria's competitiveness and innovation capacity. It focuses on developing research and innovation infrastructure, improving enterprises' technological capabilities, and fostering human resource skills. The strategy identifies five key thematic areas for smart specialisation, including informatics and ICT, mechatronics, and clean technologies. It aims to promote the adoption of Industry 4.0 technologies, including AI.

Initiative overview

Results-based management of ISSS 2021-2027 is a priority in the current programming period as it shall build upon the achievements of ISSS 2014-2020. The strategic and operational objectives of ISSS 2021-2027 have been updated in a way that allows taking further steps in specific directions (areas) in order to maximize the potential of the innovation ecosystem on the basis of the results achieved so far, the identified regional strengths and weaknesses.During the previous programming period 2014-2020, ISSS was implemented at NUTS II level (six regions in Bulgaria) with limited impact on the regional innovation capacity. In ISSS 2021-2027, each district (28 districts in Bulgaria) has consulted various stakeholders in order to identify the relevant thematic areas (2 + Clean technologies, circular economy and low carbon economy) for smart specialisation in the respective NUTS III region. Strategic objectives:I. To develop and position Bulgaria as a centre of medium- and high-tech innovation in strategic areas (the five thematic areas) where the country has established capacity and market positions, as well as recognised competencies to compete in the global market, enhancing the country's national and regional innovation performance. To support the deployment and establishment of a sustainable, modern, dynamic, inclusive, data-driven and globally connected research, innovation and entrepreneurship ecosystem in Bulgaria. Operational objectives: 1) Improve the research system and innovation performance of enterprises. 2) Increase the technological capacity of enterprises, increase the environmental friendliness and internationalisation of Bulgarian products and services. 3) Improve human resource capacity in the field of new technologies and innovation.
