Bogotá, through its District Commission for Digital Transformation, created official guidelines to guide public entities in the responsible and transparent use of artificial intelligence. The initiative sets out clear rules and a common process with human oversight and risk management. It responds to the rapid growth in the use of AI and aims to build trust and harness innovation to strengthen Bogotá’s position as a digital capital.

Cali ResuelVE Knowledge Library is an AI-powered tool used in the City’s One-Stop Window to help public servants provide clear and accurate information about procedures and services. It relies on official data to deliver reliable guidance. It was developed to reduce service congestion, improve response quality, and make it easier for citizens to access municipal services.

Introduced in July 2025, this Bill seeks to establish a comprehensive framework for the ethical, competitive, and innovative development and use of AI. It applies to all actors in the AI lifecycle. Central to the bill is a risk-based classification system that categorizes AI systems into four levels.

With the support of UNESCO, this initiative is being developed, applying a diagnostic tool to help the country assess its readiness in AI ethics across five dimensions: legal/regulatory, social/cultural, technical/infrastructural, economic, and scientific/educational, as well as the subsequent implementation of the AI ethical framework.

These are the instructions issued by the Colombian Data Protection Authority to Data Controllers and Processors to consider when processing personal data within Artificial Intelligence systems.

Through Decree 2212 of 2023, the organization and operation of the National Competitiveness and Innovation System (SNCI) was adjusted. The Technology Committee, through an action plan, facilitates the implementation and application of public policies on productivity, competitiveness, and innovation. The committee addresses topics of a transversal and non-specific sector-specific nature that impact competitiveness and innovation to drive, guide, and generate initiatives for decision-making.

Considering the progress made in Colombia concerning the adoption of AI systems and the contribution they can make to accelerate accurate decision-making based on data and evidence, as well as the priorities established by the National Government on this issue, it has been proposed that the country will be able to adopt and the creation of artificial intelligence centers. These Centers will be essential articulators for the strategy of digital ecosystems being consolidated at the national level.
