This initiative aims to maximize the capabilities for research, development, adoption and ethical and sustainable use of AI systems in strategic social, economic and environmental issues in Colombia.
Initiative overview
Since the formulation of the National Policy on Digital Transformation and Artificial Intelligence (CONPES Document 3975 of 2019), progress has been made in the construction of enabling conditions for the adoption of digital technologies. However, the country still shows low capacities for research, development, adoption and ethical and sustainable use of AI systems in strategic social, economic and environmental issues.This CONPES document formulates a national Artificial Intelligence policy whose objective is to generate capacities for research, development, adoption and ethical and sustainable use of AI systems in order to promote social and economic transformation in Colombia. To achieve this objective, the policy is structured around six strategic axes: (i) Ethics and Governance: strengthen governance mechanisms and apply ethical principles related to AI systems, to ensure responsible development and use; (ii) Data and Infrastructure: strengthen the infrastructure technology, as well as the availability, exchange and representativeness of data, fundamental for AI; (iii) Research, Development and Innovation (R&D&I): boost research, development and innovation in AI systems in a way that is reflected in knowledge productivity, and benefits for the country; (iv) Capacity Development and Digital Talent: develop the capabilities and digital talent necessary for the design, use and adoption of AI, in addition to promoting the social appropriation of knowledge of this technology; (v) Risk Mitigation: define measures that promote the identification, prevention and mitigation of risks and undesired effects related to AI systems; and (vi) Use and Adoption of AI: Promote the use and adoption of AI systems in public entities, the business fabric and the territories; (vii) Use and Adoption of AI: promote the use and adoption of AI systems in public entities, the business fabric and the territories.
