Initiative overview

Administered by the New Energy and Industrial Technology Development Organization (NEDO), the DTSU programme (officially: Deep Tech Startup Support Fund / Deep Tech Startup Support Program) was established for FY2023–FY2032 with a total budget of JPY 93B. A companion programme for Green Transformation (GX) deep-tech startups runs FY2024–FY2032 with a FY2025 budget of approximately JPY 30B. DTSU targets startups developing breakthrough technologies that: require long-term R&D and large-scale funding; are assessed as having high technical and commercial risk; and contribute to solving major economic and social challenges (carbon neutrality, resource circulation, economic security). The programme provides non-dilutive grants in three sequential phases: (1) STS (Seed-stage Technology-based Startups): early-stage proof-of-concept R&D funding; (2) PCA (Practical application and late-stage Commercialization Research): prototype and pilot development, up to JPY 1B per project; (3) DMP (Demonstration for Mass Production): mass production readiness and overseas demonstration, up to JPY 3B per project. Each project undergoes Stage-Gate reviews between phases; public recruitment is open approximately four times per year (2023–2027). Venture capital partners are embedded in the programme structure, providing investment alongside NEDO grants and participating in commercialisation mentorship. IP rights arising from the programme are retained by the startup. Eligible sectors include AI, advanced manufacturing, biotech, quantum computing, materials science, space, robotics, and clean energy. Approximately 50 companies are active across both DTSU and GX streams as of 2025.
