PERTE Chip aims to strengthen the design and production capabilities of the microelectronics and semiconductor industry in Spain and promote national and EU strategic autonomy in this sector, in line with the EU Chip Law. Its 4 strategic axes cover the entire value chain of the industry in different phases: conception, design, production of chips and manufacturing ICT electronic products, so that it acts as a generator of demand for the microchips produced and boosts the semiconductor ecosystem.

Initiative overview

The following actions will be carried out:
- Strengthening scientific capacity. 
- Strengthen R&D&I on cutting-edge microprocessors and alternative architectures and integrated photonics, developing quantum chips and launching a line of financing to strengthen the Important European Project of Common Interest (IPCEI) on Microelectronics and Communication Technologies. 
- Design strategy. 
- Enhance Spanish capacity in microprocessor design through the creation of fabless companies for the design of cutting-edge microprocessors and alternative architectures; test pilot lines; semiconductor training network. 
- Construction of manufacturing plants. 
- To equip the national semiconductor production capacity for the manufacture of cutting-edge technology (below 5 nm) and mid-range (over 5 nm). 
- Boosting the ICT manufacturing industry. It includes actions such as the creation of a capital fund focused on chips to finance startups, scaleups and innovative SMEs in the national semiconductor sector, with an initial public allocation of 200 million euros. It is also aimed at strengthening the internal production of electronic product manufacturing – which uses microchips as an input – so that it acts as a driver for the semiconductor industry and absorbs part of its production.
