Initiative overview
In 2023, the Dutch Ministry of the Interior and Kingdom Relations commissioned Rijks ICT Gilde (RIG) and Utrecht University (UU) to supervise a series of Fundamental Rights and Algorithms Impact Assessment (FRAIA) processes with government organizations. A total of 16 pilot projects were conducted, involving various public sector entities, to assess the human rights implications of algorithmic systems. These pilots aimed to build knowledge and expertise on issues regarding algorithms and human rights and to promote the use of the FRAIA tool among government organizations, particularly municipalities.
The FRAIA is a discussion and decision-making tool designed to facilitate interdisciplinary dialogue among those responsible for the development and use of algorithmic systems. It comprises a series of questions that need to be addressed when considering the development, procurement, adjustment, or use of an algorithm, ensuring that fundamental rights are safeguarded throughout the process.
