As one of the first EU Member States, the Dutch government has presented a vision on generative AI. In this vision, the government emphasizes the urgent need to take action in light of the opportunities and challenges presented by this disruptive yet promising technology. The vision aligns with a series of investments worth millions of euros already made by research institutions, private enterprises, and the government, all aimed at AI, including generative AI, in the Netherlands.

Specific areas mentioned include: Safety: Ensuring the safe development and use of generative AI, including mitigating misuse, accidents, and systemic safety risks. Justice: Ensuring lawful development and application that takes into account existing laws and regulations, equal opportunities, and non-discrimination. Well-being and autonomy: Promoting applications of generative AI that serve human well-being and secure human autonomy. Sustainability and prosperity: Encouraging generative AI that contributes to sustainability and increases prosperity. These policy areas imply a wide spectrum of actions, from promoting innovation (e.g. by pilots and promoting an AI-ecosystem) and education to engaging in international collaborations and enforcing and implementing regulation. The goal is to find a balance between leveraging the benefits of generative AI and managing the risks and challenges. The development of the government-wide vision on generative AI was characterized by an open approach with a wide range of involved stakeholders. These stakeholders ranged from experts in various domains to the general public, and their input was collected and assessed in various ways. Key points of this approach include: Sectoral Sessions: Between June and November 2023, multiple sessions were held in sectors such as public administration, healthcare, employment, and the economy. During these sessions, input for the vision was collected, and it was continually checked that the vision covered the correct aspects. These conversations will continue into 2024. Collaborations: In collaboration with the ECP (Electronic Commerce Platform) and the Dutch AI Coalition (NL-AIC), meetings were organized with stakeholders from the media, higher education, healthcare, and the police to discuss ethical dilemmas surrounding generative AI. Awareness and Impact Analysis: Sessions were organized with Dutch citizens to raise awareness about generative AI and to gain insights into how people perceive the impact of generative AI on their lives and the role of the government in integrating this technology into society. Broad Representation: A working group on generative AI was set up with participants from various ministries, provinces (IPO), and municipalities (VNG) to ensure that the vision reflects a broad perspective on generative AI. Advisory Group: An advisory group with members representing diverse societal perspectives was established to test the vision from various angles. This approach underscores the importance of inclusivity and collaboration with a broad range of stakeholders to arrive at a well-supported and informed vision on generative AI.
