Initiative overview
Japan’s Roadmap for Smart City Initiatives is a planning document that organises existing and future smart‑city measures into a single national framework aligned with the Society 5.0 vision. It responds to earlier fragmentation in smart‑city projects by proposing a coordinated, cross‑ministerial approach led by the Cabinet Office. The roadmap structures implementation in phases—towards around 2025, around 2030 and beyond—describing the gradual transition from isolated digital services to integrated, data‑driven urban management systems.
From an AI perspective, the roadmap emphasises data utilisation, City OS platforms and the application of data science techniques as core enablers of smart cities. It explicitly refers to the use of technologies such as large language models, data analytics and AI‑supported tools to improve municipal operations, decision‑making and evidence‑based policy‑making. The roadmap positions AI and data platforms as foundational infrastructure that allows multiple services to be linked across sectors, supporting both operational efficiency and improved well‑being for residents.
The document also links AI use with human‑resource development and institutional capacity. It highlights the need to develop digital experts with skills in mathematics, data science and AI, and outlines national targets for training such personnel.
