The SOTE AI Vision 2035 sets out a Finnish joint vision for AI use in healthcare and social welfare. Developed in May 2025 through a Polis discussion and two workshops with around 300 ecosystem members, it envisions AI coordinating prevention, making independent decisions, and ensuring equal service access across Finland, with recommended actions on legislation, competence, data and collaboration.
Finland’s National Roadmap for Data Centres is a government‑commissioned report prepared in 2025 that proposes national objectives and measures for the development of high‑value data centres, explicitly linking data‑centre location to electricity grid capacity, fossil‑free energy availability and the management of growing AI‑related computing demand.
The Ministry of Education and Culture in Finland provides funding to universities to pilot new practices in doctoral education, including support for 1,000 doctoral researchers. The Finnish Doctoral Programme Network in AI is among the recipients. The Work in Finland programme helps Finnish companies, including AI firms, attract and retain international talent.
The TEHDAS2 initiative, coordinated by the Finnish Innovation Fund (Sitra), is a collaborative project involving 29 European countries. It aims to facilitate the secondary use of health data across Europe by developing harmonised guidelines and technical specifications, thereby supporting the implementation of the European Health Data Space (EHDS).
Finland is participating in the LUMI-Q project under the EuroHPC Joint Undertaking to develop a quantum computer located in the Czech Republic. The project is linked to the LUMI supercomputer network. Procurement for Finland’s participation was launched in 2024.
Building on the Finnish open forest data system, which was launched in March 2018, new solutions are being developed for forest data collection and management. Many of these solutions involve the use of AI. The most recent projects use accurate forest maps and autonomous drones to help improve the harvesting quality. It is also being studied how gamified mobile apps can be used in the collection of forest data. There is also work on digital twins of forests.
Initiative by the Technology Industries of Finland that benefits from public sector inputs in different areas, such as funding for RDI, R&D infrastructure, talent and education, and initiatives to attract international investments. The strategy aims to enhance Finland’s capabilities in semiconductor technology and ensure a competitive edge in the global market.
Finland will form an RDI environment and business cluster for specialised microelectronics and quantum technology, which will be one of the largest and most significant in Europe. These will enable the scaling of new products and services to an industrial scale. Co-financing of the EU Chips Act in accordance with the Government Programme will be ensured, and Business Finland will implement the chip technology programme. Preparations will be made for the establishment of a chip centre in Finland.
