Initiative overview

The development of this guide of good practices aligns with the objectives outlined in CONPES 4080 of 2022, "Public Policy on Gender Equity for Women: Towards the Sustainable Development of the Country". This policy aims to "create the conditions necessary for the country to advance toward gender equity and ensure the economic, social, cultural, participation, and health rights of women, as well as the possibility of living a life free from gender-based violence, with a horizon extending to 2030." In accordance with this policy, the National Planning Department (DNP) is responsible for preparing and disseminating good practices guide to promote gender equity and mitigate biases in the application of artificial intelligence (Action 1.17).The development of the good practices guide incorporates multiple components, including:i) the conceptualization of gender equity within the ecosystem and life cycle of AI systems, as well as the mapping of initiatives (e.g., tools, ethical frameworks, recommendations) that promote gender equity in this context; andii) the creation of a comprehensive guide of good practices, complemented by a catalog of tools and a decision tree aimed at identifying, preventing, and mitigating gender biases in the development and adoption of AI systems. To develop practical tools, qualitative information was gathered from national and international stakeholders within the AI ecosystem. This approach ensured that the design and validation of the products incorporated a participatory process, fostering inclusivity and relevance across diverse contexts.
