These are the instructions issued by the Colombian Data Protection Authority to Data Controllers and Processors to consider when processing personal data within Artificial Intelligence systems.

The National Digital Security Strategy of Colombia 2024-2026 is a comprehensive and proactive response to the challenges and opportunities arising in a constantly evolving digital environment. It aims to strengthen Colombia's digital security, adapting to emerging threats and leveraging technological innovations, including AI, to create a safer and more resilient cyberspace.

With the support of UNESCO, this initiative is being developed, applying a diagnostic tool to help the country assess its readiness in AI ethics across five dimensions: legal/regulatory, social/cultural, technical/infrastructural, economic, and scientific/educational, as well as the subsequent implementation of the AI ethical framework.

The Colombian government plans to invest 1.5bn pesos (US$330,000) to convert an underused datacenter into the country's most robust supercomputer.

The NDS 2023 “ 2026 is the instrument that consolidates and coordinates all the public policy initiatives of the national government related to connectivity and digital transformation for the coming years, providing Colombia's vision regarding access, use and appropriation of data and digital technologies. Additionally, this strategy includes a component (axis) associated with Artificial Intelligence with specific actions to be developed in terms of public policy.

Considering the progress made in Colombia concerning the adoption of AI systems and the contribution they can make to accelerate accurate decision-making based on data and evidence, as well as the priorities established by the National Government on this issue, it has been proposed that the country will be able to adopt and the creation of artificial intelligence centers. These Centers will be essential articulators for the strategy of digital ecosystems being consolidated at the national level.

Through Decree 2212 of 2023, the organization and operation of the National Competitiveness and Innovation System (SNCI) was adjusted. The Technology Committee, through an action plan, facilitates the implementation and application of public policies on productivity, competitiveness, and innovation. The committee addresses topics of a transversal and non-specific sector-specific nature that impact competitiveness and innovation to drive, guide, and generate initiatives for decision-making.
