Finland will form an RDI environment and business cluster for specialised microelectronics and quantum technology, which will be one of the largest and most significant in Europe. These will enable the scaling of new products and services to an industrial scale. Co-financing of the EU Chips Act in accordance with the Government Programme will be ensured, and Business Finland will implement the chip technology programme. Preparations will be made for the establishment of a chip centre in Finland.

Initiative overview

Finland is building a major research, development, and innovation (RDI) environment focused on specialised microelectronics and quantum technology. The aim is to establish one of the most significant technology clusters in Europe, enabling the development and scaling of new products for industrial use. This responds to the growing need for advanced, secure chip technologies and supports both national competitiveness and Europe's technological independence.

The initiative aligns with the EU Chips Act and includes national co-financing as outlined in Finland’s government programme. Business Finland will lead the implementation through a dedicated chip technology programme, and preparations are underway for a national chip centre. This centre will serve as a hub for research, testing, training, and collaboration between industry and academia.

In the Kvanttinova ecosystem, innovative circuit design and advanced materials are brought together to create new devices and products from technologies such as MEMS and MOEMS, CMOS, cryogenics, quantum, RF components, integrated photonics, and 2D materials. These technologies are essential for building the next generation of microelectronics and quantum devices that are smaller, faster, and more efficient.

The initiative will support companies of all sizes and foster strong collaboration between research institutions and industry. It also aims to develop local expertise and strengthen Finland’s long-term capabilities in chip and quantum technologies.
