Initiative overview

The Hellenic Cadastre, responsible for managing property records, previously encountered delays and inefficiencies due to the manual processing of paper documents for property transactions. This often meant citizens were waiting months or even years to legally own their property. To overcome these challenges, the cadastre developed a system to automate the reading and categorization of property contracts, apply the relevant legal rules, and then generate assessments for approval using AI.Law 5142/2024 addresses inefficiencies in land registration and leverages AI to enhance the accuracy and speed of cadastral processes. It aims to modernize the Greek Cadaster, ensuring legal security and reducing bureaucracy.Objectives:Complete land registration and simplify procedures.Integrate AI to improve cadastral accuracy and speed.Enhance legal security and reduce long-term legal disputes.The new AI tool, which is already in pilot operation, can read the text of the contract in natural language, identify the type of transaction, identify the elements required under legal rules, apply an automatic completeness check of the elements of a contract, such as updates and ENFIA declaration, as well as generate an automatic recommendation to the supervisor to approve or reject elements of the contract. This results in significant time and cost savings for the State, as a process that currently costs 15 euros could cost as low as 30 cents.It is noted that the final decision will continue to be taken by the competent supervisor, but the AI tool will greatly facilitate his/her work by providing a ready-made recommendation that will highlight exactly the points of the contract that need attention.The new tool was created by the Ministry of Digital Government at no cost, is very simple to use and was implemented using Microsoft Azure Open AI technology. The development and hosting of the system was supported by Microsoft, ensuring the high technological quality and reliability of the tool.The framework can scale by expanding its AI capabilities and integrating additional public services, fostering broader digital transformation across Greece.Since its enactment, the law has seen updates to align with the EU's AI Act and other international standards, ensuring continuous improvement and relevance. Regular updates and enhancements have been made to improve the system's efficiency and user experience.
