The purpose of this Law is to establish a regulatory framework that encourages entrepreneurship, as well as the growth, consolidation, and sustainability of companies, to increase social welfare and generate equality. The framework is designed to be implemented through a regionalized approach in accordance with the socioeconomic realities of each region.
Initiative overview
Following the National Entrepreneurship Policy CONPES No. 4011 (Poltica Nacional De Emprendimiento in Spanish) issued in November of 2020, several entities of the National Government, actors of the entrepreneurship ecosystem and the private sector participated in the creation of this bill. The mentioned framework has been strengthened by its passage through Congress with new initiatives and articles that include benefits for the social, agricultural, sports and women's sectors.The initiative has the following objectives:Incentivize growth with the arrival of more actors to the investment and financial ecosystem.Both National and local governments will organize a decentralized strategy to support entrepreneurship through the promotion of angel investor networks, with an inclusive approach, that allows for the development and practice of entrepreneurship throughout the country.To strengthen iNNpulsa Colombia as a leading entity in the identification, support, and promotion of the entrepreneurial ecosystem, to optimize the management of resources and encourage a comprehensive vision.To lead and advance the public innovation laboratory with a govtech approach, favoring the government collaboration with entrepreneurs who use data intelligence and emerging technologies to promote products and services that solve public problems and accelerate the digital transformation of the State.The creation of income tax incentives as donations given to iNNpulsa as resources to be used to generate new programs or instruments, or to strengthen the existing offer that benefits the country's entrepreneurs. These resources may be used as seed capital (only given to those that have participated in the business consolidation programs offered by iNNpulsa), for the consolidation and promotion of businesses with growth potential.
