Initiative overview

The 'Nuova Sabatini' (officially: Beni Strumentali – Nuova Sabatini) is administered by MIMIT and is Italy's principal instrument for facilitating SME access to credit for productive investments. The mechanism: an SME applies for a bank loan or financial leasing for eligible assets (new factory machinery, equipment, plants, hardware, software, digital technologies); MIMIT then provides a capital grant (contributo in conto impianti) equivalent to a 2.75% interest subsidy on a conventional five-year loan of equal amount. For investments in Industry 4.0 technologies (including AI, IoT, robotics, augmented reality, big data, cloud computing — defined by Annex A/B criteria), the subsidy is enhanced to 3.575% per year (the 'Sabatini Digital' or '4.0' track). For green investments, the same enhanced 3.575% rate applies. The minimum loan is EUR 20,000; the maximum is EUR 4M per VAT number. Applications are submitted digitally via MIMIT's platform; the bank/intermediary assesses creditworthiness and forwards to MIMIT. The Budget Law 2025 refinanced Nuova Sabatini with EUR 1.7B for 2025–2029; the Budget Law 2026 separately allocated EUR 650M for 2026–2027. Can be combined with the Fondo di Garanzia PMI. Target audience: micro, small, and medium-sized Italian enterprises across all productive sectors (excluding financial and insurance activities).
